This new report from Foreign Policy In Focus argues that the open-ended global war on terror is counterproductive, making U.S. citizens more vulnerable to terrorist attacks at home and abroad. It offers an alternative approach that would focus on preventing successful terrorist attacks by improving homeland security, bring terrorists to justice and address terrorism's root causes.
