Resolution Against the War
Syracuse
RESOLUTION RELATING TO OPPOSING UNILATERAL US MILITARY ACTION AGAINST
IRAQ
WHEREAS
It is essential to exert untiring efforts to find peaceful solutions
to international conflicts and to advance democracy and human rights,
and
WHEREAS
Military force against Iraq or any other sovereign nation should be
used only in self defense when there is an imminent threat of attack
by the sovereign state against the United States, and
WHEREAS
the Congress of the United States has given the President authorization
to proceed unilaterally to use military force against the sovereign
state of Iraq, and
WHEREAS
the conditions of surrender by Iraq in the Gulf war were exacted of
Iraq by the United Nations, and their enforcement therefore is solely
under the jurisdiction of that body and not its individual members,
and
WHEREAS
the United Nations has not authorized the use of military force against
Iraq,
be it resolved that:
The
Common Council of the City of Syracuse, New York,
1)
Urges the people of Syracuse to exert efforts to convince the President
not to unilaterally initiate any war, and,
2)
Urges the United Nations to be actively involved in securing the peace
and stability of the Middle East, and
3)
Urges the Executive and Legislative arms of the government to attend
to long neglected problems of this country which include the depressed
economy, the precarious state of the environment, the availability of
affordable health care and the internal domestic security of our nation.
This
resolution will be communicated to the United Nations, the President
of the United States, our Congressional representatives, and in general
be made available to as large an audience as feasible through the public
media.
